Hastings establishes regulations for scooters and e-bikes

HASTINGS, Neb. - People in Hastings will soon need to take extra care with where they ride their E-Bikes or scooters.
The city council voted unanimously Monday night to give final approval to an ordinance establishing usage rules for e-bikes, e-scooters and hoverboards.
Speed limit restriction: These devices may not be ridden on roads with a posted speed limit over 25 mph, except to cross at marked intersections.
2nd Street restriction: Riding is prohibited on 2nd Street between Burlington and Minnesota avenues, though crossing at intersections is allowed.
Business district rules: Riders cannot use these devices on sidewalks within the downtown business district but may walk or carry them.
Traffic laws: Riders have the same rights and responsibilities as drivers, including obeying signals and using hand signals for turns.
Night use: Devices must have front and rear lights or reflectors visible from specific distances.
Pedestrian safety: Riders must yield to pedestrians, give an audible signal before passing, and ride single file when in groups of three or more.
Driveways and alleys: Riders must yield to pedestrians and vehicles when entering or exiting these areas.
Exemption: Motorized devices used for mobility assistance (e.g., wheelchairs) are exempt.
Penalties:
- 1st offense: Fine up to $50
- 2nd offense: $50–$100
- 3rd or more: $150
Police may impound or dispose of devices after repeated violations.
The new ordinance takes effect in two weeks.
