Rapid City man convicted of sexual abuse and child abuse on Pine Ridge Reservation

PINE RIDGE, S.D. - A 57-year-old Rapid City man has been convicted of multiple counts of sexual abuse and child abuse following a three-day jury trial in federal court. Victor Dominquez was found guilty of aggravated sexual abuse of a minor, five counts of abusive sexual contact, and two counts of felony child abuse for crimes committed while living on the Pine Ridge Reservation. Prosecutors say that between 2006 and 2012, Dominquez sexually abused two young girls and used threats, violence, and manipulation to keep them from speaking out. According to court records, Dominquez physically abused the victims, instilling fear to prevent them from reporting the sexual abuse. He also groomed them from a young age by exposing them to pornography. The abuse continued throughout their childhoods until they ultimately came forward as adults.
Dominquez faces a mandatory minimum sentence of 30 years in prison, with the possibility of life. Each conviction carries a maximum fine of $250,000, supervised release of up to life, and a $100 special assessment to the Federal Crime Victims Fund. Sentencing is set for April 14, 2025.
