Colorado woman sentenced for conspiring to distribute large amounts of meth on South Dakota reservations, Pierre and Rapid City

PIERRE, S.D. - A 34-year-old Colorado woman has been sentenced to nearly 23 years in federal prison for conspiring to distribute large amounts of methamphetamine in western and central South Dakota, including the Pine Ridge, Cheyenne River, and Rosebud Sioux Indian Reservations, as well as in Rapid City and Pierre.
Rikki Renee Barrowman, also known as Juree T. Rials, was sentenced to 22 years and 11 months in federal prison, followed by five years of supervised release. She was also ordered to pay a $1,000 fine and a $100 special assessment to the Federal Crime Victims Fund.
The drug conspiracy involved approximately 65 kilograms of methamphetamine. Authorities say Barrowman was a key supplier in Denver, providing meth to multiple individuals who then transported it to South Dakota for distribution. As part of the operation, firearms were also traded for narcotics.
Barrowman was indicted in Feb. 2024 by a federal grand jury on charges of conspiracy to distribute a controlled substance. She pleaded guilty on Dec. 5, 2024.
